Street garbage container: legislation and standards

City Container Legislation Law and Standards

Summary

What type of street bin and what standard for public spaces?

The installation of wheeled bins in public spaces or for private use is now the rule for organized garbage collection. However, it is important to understand what is legally permitted on public roads and what constraints these wheeled bins must meet in terms of quality and gripping standards for garbage collection trucks. Voussert offers a wide range of wheeled bins for garbage collection, including selective sorting, with colored lids and seals adapted to different types of waste streams. Let's take a look at the standards and obligations before your purchase, as well as the manufacturing process.

Where and how is an urban rolling container made?

The manufacture of a bin is quite simple. It consists of a polyethylene tank , a lid with hinges and 2 or 4 wheels . The tank is injection molded . The key to the quality of the tank is of course the quality of the raw material and therefore the polyethylene used . Just like for a garbage bag or any plastic material, depending on whether it is made from virgin or recycled PE and the quality of the plastic , the resistance over time, the durability to UV, the resistance to shocks, etc. will be totally dependent on the raw material. So, finding a cheap rolling bin is now possible, but what about the quality of the bin?
There are 4 wheels, so generally at least one with a brake for capacities of 600/770/1000 litres and 2 wheels with a metal axle for volumes less than 340 litres.
The manufacturing countries are mainly countries with industrial expertise in plastics, such as Spain, Turkey, China, etc.

Protect your trash can and make it easier to maintain

Maintaining your bin will help ensure hygiene and, above all, prevent odor problems. The best way to ensure this hygiene is to use protective covers placed inside the bin. The polyethylene cover can be made of low-density PE or high-density PE and in various thicknesses. The cover can be considered single-use and "go away" with the waste when it is collected by the garbage truck, or it can be reused several times in the same container.
The purpose of this cover is not to remove the bag with the waste, but rather to protect the tank and avoid tedious cleaning. However, regular maintenance using adisinfectant detergent and possibly a high-pressure cleaner or a washing station installed in the garbage disposal room is the most effective solution.

Does my municipality have to provide me with a rolling container?

In the context of garbage collection, it is generally the responsibility of municipalities and/or communities of municipalities to provide wheeled bins for organized garbage collection. This provision is often made within the framework of the contract between the company in charge of garbage collection and the community. In this perspective, it facilitates standardization for collection, particularly with regard to volumes, colors and gripping systems.

Why should I bring my wheeled bin inside and not leave it on the street?

The user's obligations are to respect the sorting instructions (hence the interest in implementing it), the formal prohibition of abandoning waste outside the designated containers. As a reminder, fines for abandoning on the public highway range from 135 euros to 35 euros in the case of non-compliance with selective sorting. The same applies to your garbage bin, which must therefore not remain permanently on the public highway under penalty of a fine.

Garbage container and Standard NF EN-840 1 to 6

This standard mainly regulates this market, which is very vast with a large number of manufacturers and a wide variety of quality. The safety of our rolling waste containers dedicated to the city, which allow waste collection, is controlled in reference to the NF EN-840 1 to 6 standards. Points 1 to 4 concern the standards identifying the dimensional dimensions.
Points 5 and 5/A1 concern performance requirements and test methods.
Points 6 and 6/A1 concern hygiene and safety requirements.

Container tank volume

There are several standard sizes for garbage containers. The two-wheeled container is the most common and is often made available for domestic use by cities or household waste collection companies. The sizes are 80, 90, 120, 240, and 340 liters. The most common garbage container, especially for domestic use by the general public, is the 240-liter container , which corresponds to the average volume. The other standard is the four-wheeled garbage container, which measures 660, 770, and 1000 liters. The size of your garbage container will depend on the amount of waste and the available space.
Sizes from 90 to 340 liters are often used for individuals, small businesses or building management companies.
Sizes over 600 liters are generally aimed at large communities, industries, etc.

The different volumes of garbage containers

80 and 120 litre waste container: Ideal for small households or offices.
240 and 340 litre waste container: Perfect for medium-sized families or small businesses.
660 litre rubbish container: Often used in communities and businesses.
770 litre waste container: Designed for large quantities of waste
1000 litre garbage container: Industries and large communities

Rolling Garbage Container Socket Type

There are different types of sockets for rolling containers.
The type of front-mounted or front-mounted pickup is directly related to the collection method in place in your municipality. It's important to confirm which types of pickup are required or accepted before choosing your garbage container.

2-wheel garbage container

In this case, the ventral grip with the AFNOR ventral bar is not mandatory and remains dependent on the obligation or not of the collection organization. Otherwise, in most cases, the standard version with direct grip from the container is sufficient.
Protective covers are available to avoid tedious cleaning of containers. These covers are often misnomerly called container garbage bags, but their function is to protect the container and avoid tedious cleaning.

4-wheel garbage container

In the case of 4-wheel containers, the volume and weight being greater, there are two outlets. Emptying via the DIN pins and we then speak of a side outlet which is standard on all our 4-wheel models. Emptying via a ventral outlet using the AFNOR metal ventral bar which remains an option and which is directly dependent on the waste collection organization.

Selective sorting and the garbage container

The garbage container is equipped with a colored lid allowing for selective sorting of waste.
Standard colors are dark gray/green/yellow and blue cover.
We can manufacture covers in any color on request, starting from 40 units on quote.
Yellow color is generally dedicated to plastic and metal waste
The blue color in cardboard paper
Green color for glass or metal type waste
There are many other colors, but these three colors are the three main flows found in most municipalities or communities of municipalities.
The lid, beyond the color, can be fitted with a specific opening (bottle, paper, etc.) to emphasize the notion of sorting.

Garbage container, what material?

As we explained above, garbage containers are generally made of plastic (HDPE). However, some can be made of metal. Each has its advantages, with plastic being the most common.
Rossignol containers are made of UV-resistant HDPE, which is the point that can cause breakage over time on the tank or lid.
Plastic: Lightweight, corrosion-resistant, and often less expensive. They are ideal for domestic use, but also for community or industrial use, provided you choose a higher-quality plastic, such as that offered by Voussert in its wide range.
Metal: More robust, they are suitable for heavy waste or in harsh environments. They are not very common because they are more expensive and require more maintenance.
Resistance to climatic conditions
Containers must be able to withstand the elements. Voussert containers are made of high-density plastic (HDPE) and are often treated to resist UV rays and extreme temperatures, ensuring increased longevity.
